The prime minister and his deputy have written to cabinet colleagues to remind them that reducing the deficit is the "most urgent issue facing Britain". But David Cameron and Nick Clegg also say any proposals to promote economic growth will be treated favourably in the departmental spending review. The joint letter comes as government ministers are negotiating with the Treasury over the scale of the cuts. The discussions come amid tensions over defence spending and welfare reform. Mr Cameron and Mr Clegg's letter says the government's purpose can be summed up in one sentence: "To put power in the hands of communities and individuals, and to equip Britain for long term success."
